Skaggs accused of passing counterfeit bills

RUSSELL SPRINGS -Richard Skaggs, 29, of Jamestown has been arrested for allegedly using two counterfeit $10 bills at the Wendy's restaurant in Russell Springs. He was taken into custody Friday evening.
