Oakwood Unit No. 1 Passes Certification Survey

Governor Steve Beshear announced that Oakwood Unit No. 1 has passed a certification survey by the federal Centers for Medicare and Medicaid Services (CMS).

Unit No. 1 is the last of Oakwood’s four units to pass the initial certification survey.

The Kentucky Cabinet for Health and Family Services (CHFS) filed the application for the recertification of Oakwood Unit No. 1 as a Medicaid provider with CMS on April 29.

“This is a tremendous accomplishment for Oakwood, the Cabinet and Bluegrass,” Gov. Beshear said. “I am very proud of the Cabinet and Bluegrass staffs, who have worked tirelessly to bring Oakwood back into compliance with federal certification requirements.”

CMS restored funding to Oakwood’s other three units in March. Unit No. 1 did not pass the initial survey, which occurred in September 2008. CHFS has been working with the Bluegrass Regional Mental Health-Mental Retardation Board, which manages Oakwood, to address the deficiencies cited in Unit No. 1.

CHFS Secretary Janie Miller said the results are good news for all of the Oakwood community.

“This is a continued affirmation of the dramatic improvement in the quality of life for the residents of Oakwood and brings Oakwood much closer to regaining full federal funding,” she said. “This accomplishment is a testament to the support Oakwood has received from the families, relatives of the residents, and the community of Somerset. It is an example of what we can accomplish when we commit to working together for a common goal.”

Miller cited the work of Betsy Dunnigan, deputy commissioner of the Department for Mental Health, Developmental Disabilities and Addiction Services.

“Betsy has been a remarkable leader of the Cabinet team that is making such a difference in the lives of the residents at Oakwood,” she said.

CHFS will now await CMS notification of the Reasonable Assurance timeframe required for maintaining compliance with the federal requirements for federal funding of Unit No. 1 to be reinstated.

The state has continued to fund Oakwood Unit No.1 with state general funds pending the restoration of federal funding.

Oakwood, the state’s largest facility for adults with mental retardation, is located in Somerset. The facility’s current census is 195.
